refusal of this Government to remove the moorings which had

been down for a considerable time, found that the space was

not necessary,

The water hatched in blue is the area in

which a large number of Goverment and private launches are

moored and is absolutely the only area in this part of the

crowded Harbour now available for them. Here the Governor's

launch, the launches of the Port Officers of Health, the Post

Office, and a great many private launches are moored, and

there seems no reason why this section of the shallow waters

of the Harbour should be taken from the Colonial Goverment

and handed over to the Naval Authorities to the great addition-

al detriment of the Colony. I have no doubt that such a

proceeding would be followed by a strong agitation. Again,

the concession of the new demands formulated under (C) para-

graph 3 of your Despatch would profoundly affect the proposed

Scheme of the Eastern Praya Extension as it would destroy the

Marine rights of the owners of property East of the Military

Reclamation on the Western boundary of Arsenal Street.

I would suggest as a practical solution

of the present controversy that the reservation for the Man-

of-War Anchorage be taken from the North-Western boundary to

the Western point of the Dockyard Extension, and the Eastern

boundary from the North-East point of reservation to the

Eastern point of the Extension Reclamation in front of the

Military Land on the West side of Arsenal Street. All this

reservation can by legislation be handed over absolutely to

the Navy from the Northern boundary to the shore with only a

right of way. for ships and Boats in motion through the reser-

-vation
